To attain overall project quality, Vastco utilizes comprehensive team communication with clear expectations. CONSTRUCTION MANAGER AT RISK (CM@R),

Vastco has partnered with owner agencies on several CMAR projects from design through construction. Successful partnerships with local agencies — such as FHWA, ADOT, Coconino County, and the City of Flagstaff — have resulted in award-winning improvement projects that were completed on time and on budget, while maintaining a safe work zone for the travelling public. Vastco has provided northern Arizona with some of the most successful construction projects in recent years.

Cordes Junction – SR 69 & I-17 Interchange

This CMAR project consisted of the design and construction of interchange improvements to the existing Cordes Junction Traffic Interchange (I-17 / SR 89 TI). This $51 million reconstruction of an existing traffic interchange between SR-69 and Interstate-17. The project included 3 post-tension box girder bridges, 4 precast AASHTO girder bridges, demolition of 3 existing bridges, complex phasing and detour construction, new roadway construction, existing roadway realignment, drainage improvements, major electrical improvements, traffic control and related work.

Cedar Avenue Pedestrian Bridge

The Cedar Avenue Pedestrian and Bicycle Bridge is a skewed-arch, post-tension bridge which incorporates naturally-occurring materials and an unobtrusive visual aesthetic to blend the structure with the Flagstaff mountain viewshed. As part of the CM@R process, Vastco staff worked with the design team to create a constructable design which exceeded City of Flagstaff expectations. The results of this close work with the client garnered the Cedar Avenue Bridge a Southwest Contractor Magazine Best of 2007 Concrete Project Award.

Mohave County JOC Channel Maintenance

The Mohave County Job Order Contract (JOC) for channel maintenance to provide labor and materials relating to maintenance projects at various channels in the
County. Our services include channel inspection, erosion repair, fence repair, maintenance of access roads, cleaning/flushing culverts and bridges, and any other activities required to maintain the channels to County standards.

DBE ENCOURAGED

The Federal DBE Program helps small, disadvantaged business enterprises compete for U.S. Department of Transportation-funded transportation projects. ADOT and local cities, counties and transportation agencies administer the Federal DBE Program in Arizona.

The Disadvantaged Business Enterprise (DBE) Program is a program of the United States Department of Transportation (USDOT) designed to

  • Ensure nondiscrimination in the award and administration of USDOT-assisted contracts.
  • Remedy past and current discrimination against disadvantaged business enterprises.
  • Create a “level playing field” in which those firms can compete fairly for USDOT-funded contracts.

Federal regulations (Title 49 of the Code of Federal Regulations Part 26) provide the requirements for how state and local governments implement the Federal DBE Program.

The federal government requires state and local agencies to implement the Federal DBE Program if they receive USDOT funds for transportation projects, including those funded by the Federal Highway Administration (FHWA), Federal Transit Administration (FTA) and Federal Aviation Administration (FAA). Much of the federal funding for ADOT transportation projects comes through FHWA.

Goals for DBE participation on individual federally funded contracts are one element of the Federal DBE Program. ADOT currently sets DBE goals on certain FHWA-funded planning, engineering design, construction and procurement contracts. FTA and FAA contracts do not have specific goals, but DBE utilization on these contracts is encouraged.

JOBSITE SAFETY

VASTCO, INC. POLICY REGARDING SAFETY ENTITLES EVERY EMPLOYEE TO A SAFE AND HEALTHY PLACE TO WORK.

To support this policy, every reasonable effort will be made in the interest of accident prevention, fire protection, and health preservation. Vastco’s goals are to provide employees with safe working equipment, necessary personal protection, and in case of injury, first aid and medical service. Weekly safety meetings and a safety orientation for new workers will be implemented throughout the duration of the job, with the Vastco Job Superintendent acting as on-site safety officer. All subcontractors will be required to adhere to Vastco and the client’s safety standards to assure coordination and correlation of safety related activities concerning all personnel. Vastco will exert every effort to abide by all safety regulations as set forth in federal and state standards, and best practices as dictated by location and circumstance.
